What do you consider a lie? It's very interpretive and subjective. The important is the overwelming facts and how based on that information will it make sense.

For instance, police and law enforcement agency's are trained in psychology, human character development, and are TRAINED on how to write police reports.

I would say that you should check your local library for some more legal/criminal law books.
