Relevan/irrelevant test CMs?

Could someone please explain how to use CMs if you happen to
get a Irrelevant/relevant test instead of control questions?
Book says a "consistent specific signifant" chart can be avoided by "Responses to 2 differing groups if 2  relevant questions within the different charts"....
