Lets say, for instance, that someone took a poly for a local (city) agency.

Would a Federal agency know that the person had taken one with a local city?

Is there a national-type database?

I am not aware of any national program whereby municipal police departments share applicant data with federal agencies, or with each other. If such an arrangement exists, it hasn't, to my knowledge, been publicly documented.
