Most  of the public contact units of the Agency are incredibly f*cked up.  This especially includes the personnel and recruitment offices.

They do use the phone to contact applicants, so it's quite possible that the call was legit.

Also, the f*cking Agency uses the generic term "government" without further elaboration whenever identifying themselves, so that aspect of those messages would appear to be typical Agency culture!

Why, you gonna call them?

If you do, call them collect.
They used to encourage applicants to call them collect while their Agency applications were being processed.
