CIA, Contractor, TS/SCI Full-Scope Poly?

As a contractor to the CIA - not a CIA employee - is an individual subject to the same suitability requirements as a CIA employee?  Basically, is an individual seeking a TS/SCI Full-Scope Poly as a contractor to the CIA treated like a CIA employee for clearance purposes? For example, is past drug use less of an issue in the case of a contractor? My question relates to an individual who will be working in a CIA facility.

If there are any such differences in the standards for granting of security clearances to contractors versus employees, the CIA has not publicized it. I don't think there is any legal basis for treating the two groups differently when it comes to the criteria used in making security clearance determinations.
