Why are feds starting BI before I passed poly?

Hello all.  I have recently taken a 2nd poly for a FLE job (1st was IC) and was told that it would be sent to HQ for further review, being that I reacted to one of the questions.  Between my 1st and 2nd poly, the background investigation began and continues even now.  

My question is....why in the world would the feds begin the BI before they have told me if I passed the 2nd poly?  Why would they even start the BI BEFORE my 2nd poly?  This seems like a huge waste of their time, being that I may not have even passed the 2nd one?  

Does anyone have any insight or experience with a situation like mine?  Thanks all.

Put nothing past the bumbling bureaucracy that is the clearance process of our beloved FLE system.  About a month after my second and final "inconclusive" polygraph, an investigator came around asking my neighbors about me.

This is despite the fact that my fate was sealed a month earlier when the second polygraph examiner recommended, on the day of the test, no further processing (which I found out from my FOIA request).  Incidently, that was an outright lie to my face, as he told me that he saw "nothing that would hold me back."  I guess lying is ok when you are on the other side of the machine and it's convenient.

Yes Reject, thats what I thought....and to make things worse, they started the BI without telling me, and called my BOSS before giving me warning (I wanted to break the news to my boss myself first) and the next day my boss is like "WTF?   I didnt know you are unhappy here and looking elsewhere?"   I was told they would warn me FIRST but they didnt.  Now I'm locked out of the FBI, and also my current boss will likely get rid of me the next round of layoffs.  This is a crazy way to do things, and a waste of taxpayers money.

If you think about it, those of us who apply and lay it all out there, if we dont get hired, we not only dont get the FLE job, we also put our current jobs in jeapordy.  In addition, I'm finding out that the BI guy interviewed several of my neighbors, who are, let us say, some unsavory and also foreigners, who know know I'm affiliated with the Feds.  I told him beforehand not to talk to them, but talk to some other neighbors.....of course, he talked to them anyway.  I'm not being biased or paranoid, just stating the facts and being realistic about the world we live in today.

From this perspective, it could seem like those of us who apply for jobs like this really put our professional and personal lives on the line, and in the end, dont get the job.
