Refusing to Retest a Client

I have found that a polygraph operater will refuse to retest an individual who failed, unless the individual makes some type of admission as to why they failed the first test.  

Has anybody else had or heard of this senario?

I assume the context to which you refer is that of a post-conviction polygraph screening program. I don't recall hearing of such a thing, but such a practice might be explained if the polygrapher is being evaluated on the basis of "post-test" admissions obtained.

I assumed it could have something to do with a polygrapher being unwilling to test against themself.  If they give a test and the client fails, then they give the same test and they pass, they have a conflict.
