AntiPolygraph.org has obtained a copy of the U.S. Customs and Border Protection Credibility Assessment Division's Standard Operating Procedure (SOP) for administration of its primary pre-employment polygraph screening technique, the Test for Espionage, Sabotage, and Corruption (TES-C).

The 38-page document, which was approved by CBP polygraph unit chief Alexander Blais on 13 March 2019, may be downloaded here:

In 2018, AntiPolygraph.org published other documentation regarding CBP's TES-C format.

Of special note in the 2019 CBP TES-C SOP is the section on polygraph countermeasures (Appendix G, at pp. 29-30. As AntiPolygraph.org has previously documented, the CBP polygraph unit under its previous chief, John R. Schwartz, has a history of claiming that applicants have admitted to using polygraph countermeasures based on dubious evidence. One applicant was deemed to have confessed to having used polygraph countermeasures because he averred that he "thought of a 'positive image' such as his daughter's face after answering questions and while awaiting the next question."

Significantly, Appendix G states (emphasis in the original):

Note: Stating the conduct, e.g., controlled breathing, was done to help calm nerves or to help relax, is NOT a confirmed countermeasure.


This is a positive development for which Mr. Blais is due credit. It is to be hoped that CAD has performed a retrospective review of its many prior countermeasure accusations and updated the files of prior applicants based on this more enlightened standard.

If it’s true that teaching someone how to relax is not considered a countermeasure, then why in the hell did they throw me in prison for two years for teaching that very thing.
