The word in Washington DC is certain billionaires and individuals with swampy backgrounds are on the hunt to put the dagger into the federal polygraph program once and for all.  And according to the votes I have tallied the "eyes" have won the day.  It is well known to many of you there are new players on the scene touting "eye" lie detection technologies as the replacement to polygraph.   

Well-informed sources have revealed that certain billionaires have provided a former DHS secretary a huge payday both financially and with shares (ownership) to pimp its technology to US Customs and Immigration.  Lobbying knows no end in this town...  And right under the nose of the Administration they have all publicly expressed their abhorrence for.  Looks like a deal will be signed soon, which will put a huge dent in the armor of the military's vaunted Credibility Assessment Academy.   

But wait, one of the supercilious bureaucrats who oversaw the military's polygraph program has also switched sides and is now an anti-polygraph, pro-ocular supporter who also appears to be more interested in a big pay day than chasing the truth.  All of this certainly spells the end of the federal polygraph program, except there are more twists and turns to this story than a good detective novel.   

It seems the military's polygraph bureaucrats want to shut down the free-market commercialization of ocular technology so they have enlisted the aid of an unnamed US company to create a competing technology, which will be contractually controlled by the US government.  Remember the PCASS?  The 50% coin toss lie detector given to our heroic warriors to "vet" foreigners.  Well it was a total failure, and most people forgot about it long ago.... But it did its job of blocking better vetting technologies from being used by our warriors.  I will say that again - the sole purpose of PCASS was to block other technologies the US government did not control, not to serve as a real vetting tool.  That is why after the hundreds of millions spent on it, it has never been released for general credibility assessment use.   

It is true you cannot teach old dogs new tricks, but the military's polygraph bureaucracy has a memory like an elephant ---- something that worked once will surely work again.  Stay with me now....  If DACA funds and develops an Ocular Credibility Assessment System (OCAS) that really doesn't work all that well and fields it to the warriors they really don't care about (some would call this treason) then the Federal Government will have no reason to purchase the existing commercial version of the same technology developed by the free market (and which actually does work).  This is how the swampy bureaucrats play the game.  Someone invents a better mousetrap, and they fund the creation of a cheap knock-off that actually only works no better than the flip of a coin.  And the free market developers are effectively blocked from the entire federal market since the polygraph bureaucrats like to stick together - this means not only will the military not purchase the commercial solution, but neither will DOJ, DHS or the Intel Community.   

No one would believe such an elaborate conspiracy is possible by a small band of rogue and somewhat inane US government bureaucrats but that is how they play the game.  And no one ever calls them on their treason or holds them accountable - not even the various government IG's who should care about the safety and wellbeing of our warriors or the numerous Congressional Committees responsible for the protection and safety of our heroic Warfighters.   

The only way out of this mess is to have the entire venture capitalist team of Shark Tank fund a new commercial venture so they don't run out of money and crash and burn, which is what may happen soon since funds are being burnt like a 10 alarm fire.  And the inevitable law suits over IP theft, etc... will be too costly for even The Sharks, so they will sit on the sidelines and let the swamp win another one for justice and democracy!  Yes ladies and gentlemen it is certainly a wonderful swamp that controls our destinies.  Thank God for Canada, who is funding their own ocular credibility assessment research - the Canadians will save us all!  Thank you all for reading this communiqué - it was a public service announcement for all polygraph haters.

Is this US company unnamed because you don't want to reveal it's name? Or do you not know the name? Can you name any of the company's shareholders?

My understanding is that PCASS was developed at DoDPI/DACA/NCCA in reaction to special operations forces having resorted to Computer Voice Stress Analysis (CVSA) to interrogate prisoners. It should be borne in mind that CVSA is sheer pseudoscience, just like polygraphy.

I infer that you're claiming that Converus' "Eye Detect®" system "actually does work." If such is the case, why do you believe that to be true?

Whose funds are being burnt? Converus'? Can you put a dollar figure on that?
