It appears that the owners of NITV, LLC moved the company's assets to NITV Federal Services and then filed for bankruptcy (for NITV LLC) in an effort to stiff their creditors. So I don't find it surprising that NITV Federal Services would be able to offer payment for success stories from their customers.

However, I do find it unseemly for a company that markets only to government agencies to be offering such payments. It's not clear who gets the money: the agencies that do business with NITV Federal Services, or the individual public employees who report any such success stories to NITV Federal Services.
