I can tell you of a few that don't employ Polygraphs.
None in the state of OR that I know of
Portland PD
New Orleans PD (CVSA - a joke)
None in MS that I know of

got any you know of?(especially the bigger departments)

Thanks!

FormerOfficer,

In California, Most of the State agencies with the exception of the CA Dept. of Justice(poly)and the CHP(CVSA) do not poly. This includes the following:

CA Dept of Corrections
CA Youth Authority
State Parole
Investigator jobs within State agencies, Alcoholic Beverage Control, Dept. of Insurance, and the Horse Racing Board.

Local Agencies

LA Airport Police, LA Harbor Police, and Los Angeles Unified School District Police do not poly. LA County Probation Dept. and the District Attorney Investigators also do not get the poly. LA County Coroners Investigators as well.

The only local PD that doesn't is Gardena PD (CVSA).

Hate The Process

I came from the east coast and most don't poly.
NYPD
NYSP (state police)
NJSP ( state police)

and most other local law enforcement

They don't have that kind of corruption and abuse scandals like the west coast inner cities and states. Its all about the scandals that make serious headlines and that's when top cops feel poly's the answer to new candidates. start poly'ing everybody then. Top Cop on down, and oh yeah half the force will fail too! I gurantee it.

Note that the New York State Police do polygraph applicants. You are correct in stating that NYPD and NJSP do not. In fact, polygraphing police applicants is illegal by statute in New Jersey (and in MA and MN as well). Furthermore, it is simply not a common practice in NY outside of Long Island. A few small departments do force applicants to submit, but this is the exception, not the rule.

On the other hand, CT mandates by law that all police applicants be polygraphed.

The Philadelphia Police Department just announced they will no longer be using the polygraph in their hiring process.

the professional staff members of the House and Senate Intelligence Select Committee.

not sure about the DSS (Defense Security Service). They flipped-flopped on training and re-training and such and so.

jet-journalist

Yes Gardena PD does polygraph, a friend of mine just went through there hiring process. He told me his polygraph was short and easy.

Mr. G

Thanks Jet.

I'm looking at potential depts to apply to around the L.A. area.  Any recommendations on who is hiring currently and good dept. re: variety of units, mid-sized, etc?

wow,all i know of is lapd, and laso. riverside co sherrifs maybe, CHP.

jet-journalist,

For the record, and to the best of my knowledge, LAPD, LASO, and the Riverside Co. Sheriff's Office all require a pre-employment polygraph, while the California Highway Patrol requires the even more asinine CVSA "test."

As a matter of a fact, correct me if i am wrong i think theres only about 3 PD's that dont poly, but i have heard that two of them use the CSVA. But you can Download free CSVA software from a website, i have to call my buddy who has the web address and i will post it soon. Sorry George, my bad. Well i hope everyone has a great weekend and stays safe, i know i plan on having a great weekend.  George, BEECH, and drew all have a GREAT day.
