"Topic Notification" Pop-up

Could something be done to eliminate the pop-up "Topic Notification" sign?   It really serves very little purpose, and is also very annoying! :o
What do we call it when every employee of the Agency's Office of Security
and Office of Personnel drowns in the Potomac?   A great beginning!

Please try going to User CP -> Profile -> Edit Profile and uncheck the box next to "Post and Board Notifications."
