Inconclusive Result

I took a polygraph test for the FBI and after 2 sets of questions being asked 4 times, the examiner stopped and stated that he felt that the results were leaning toward inconclusive, but it would be left up to HQ. Informed me that I would get a call in a couple of weeks in order to schedule a re-test. What does an inclusive mean? I was being truthful to all the questions, but evidently didn't "score" in the acceptable range. The test was stopped after 2 hours and we didn't get to the other questions, according to the examiner. Should I be expecting them to withdraw my application, or will they re-test me and if so, what can I do different in order to "score" in the acceptable range in order to "pass"? Any help or advice would be appreciated.
