Do law enforcement backround investigators have access to expunged arrest records?

Should I disclose expunged records to backround investigators and does this come up on the polygraph?

If they find an expunged record and you do not disclose it, do they call you a liar?

You will more than likely be asked if you were ever arrested, not if you think there is an existing record of your arrest.  Answer that question truthfully.

BTW, generally, police can obtain records on your arrest anyway, even if the record was expunged.
