Does the CIA share your file?

I was denied my ISSA about 6 months ago and I have receieved my SOR and am trying to apeal the deniail (I know, wishful thinking).  When I was denied my ISSA my DoD secret clearance was not affected.  I might have to obtain a clearance with Customs and Border Protection.  I've been told my DoD clearance will not transfer.  I am aware that on the SF-86 I must now indicate I've been denied a clearance.  I've heard mixed things about the CIA sharing your file with other agencies.  What's everyone's experience with this?

Does anyone know if the CIA puts out job offers just to find out who's who and to take information for their usage even though you don't get past any further than the BI?  Seems to me if they share applicant information, this could hurt chances of ever working for the government or any other local LE agency.  
Anyone know about this?
