personal information question

Two part Question:

First part:
I was wondering what happens to information you give to a air force recruiter. Heres a scenario: a young man walks into a air force recruit station and speaks to one of the recruiters. The young man explains what he is interested in they talk for a few minutes. Then the recruiter pulls out a sheet of paper and starts asking questions like his name, birthdate, SSN, education, past drug use, ect.
Now my question is do they take that information and put it into an international computer database that could be accessed by military and law enforcement officials, or simply file it in their personal files?

Second Part:
The young man decides not to join the airforce but later decides to apply for the police department. And once again he is asked a series of questions but he decides not to disclose the same information to the police official as he did to the air force recruiter. Meaning he told the recruiter about  marijuana use but not the police official. Would there be anyway for the police official to find out that the young man withheld that information?

I'm not sure.  My question is... is there a record because you were busted?  Or is it a case where you didn't inhale?
