Foreign Power?

I was reading the  "ADJUDICATIVE GUIDELINES FOR DETERMINING ELIGIBILITY FOR ACCESS TO CLASSIFIED INFORMATION"

and it says the following about family abroad:

a) A determination that the immediate family member(s) (spouse, father, mother, sons, daughters, brothers, sisters), cohabitant, or associate(s) in question are not agents of a foreign power.

What is exactly a foreign power? Does it mean countries with military might and hostile to the U.S?

"Foreign power" simply means any country other than the United States, not necessarily one with which the U.S. has poor relations.
