Pass, fail, or what

When I went for my local PD poly. the examiner told me that the polygraph is only a background investigation tool used by the BI to explore areas where there may be concern.  Furthermore, he stated that the guidelines where that a person doesn't necessarily have to "Pass" a polygraph only that they "take" one.  He went on to say that a person isn't DQ'd on a polygraph alone.  Is this guy insane or does he not know the PD's policy?  Shortly after taking my polygraph (@ 20 minutes) I was called and informed that I will not be moved on in the process.  Has anybody been in this situation?  Why did the bastard say all this about "it's only an investigation tool" nonsense?  I was DQ'd as a direct result of that poly., which was ridiculous in itself.

The LAPD poly. examiner, on the other hand, told me straight out that this was not some sort of "tool" and that I would have to pass to become an officer.  ....at least he gave it to me straight.  (I  passed the LAPD poly. by the way)
