Intel-wide community database for clearances

Congressional reform initiative for reciprocity of security
clearances, and the establishment of a community-wide
database for clearance denials, granting of, and
revocations.

For anyone, who has been denied a security clearance
based on a polygraph, this might help, if applying for
another agency.  Especially, see sections 5073 and
5074:

Nice little exemption for polygraphs - again, the
polygraph is a way out, for agencies...
