Building in Washington DC

I know this might be a weird question to ask you.  Sometime ago I was walking down the street in Washington DC and I noticed a building with weird steps almost like going in a triangle square shape which is at 409 7th Street.  When I went on the internet and discovered a picture of them they told me they the building was being rented out by the FBI HQ Polygraph Unit in dc.  Do you know if this is true or not.  Can you tell me anything about the architectural of this weird looking building.  I would assume that it all very highly classified information inside the building and examing the steps would positively be out of the question, right.    Do you all have any architectural information about the formation of the building which I might be able to read about or think about maybe in my own way.  Sorry to sound so, interesting into theses steps but they seem to architectural interesting me a lot.   Thank you for your valuable time.
