In an ideal world, ALL law enforcement agecies would have an open channel of communication, but in the real world this is not the case.  They may never find out and to be honest most of the time BI's find out things because people admit to them while being interviewed.  Another factor to consider is if the other agency ever called any of your employers or references or if you ever mentioned this agency to other employers or references.  While the agency does the Background Investigation on you they may catch wind or reference from your previous employers or references about your previous application to this agency.  

In this case I figure it best, as is always the case to be honest about this.

When hiring, I don't care if you lied to another agency, but I sure as hell do care if you are lying to me!

From my personal experience I can tell you that the history statements I have filled out ask to list all agencies that you have applied to and what your status is with each one. There was also a section that asks if you were ever not hired for a an LE positon and what were the circumstances. So again you can roll the dice but remember that many agencies talk, and if they are close together they prob share information easily.

Yes everytime,
You must tell them because even if you lie, you will get caught because they can check every agency that has done a background on you. They are able to do this by checking who has sent your fingerprints in to be checked for employment. You are better off trying to explain yourself then lying and getting caught, because then you will never get an LE job once that word gets around.

If you are going through a background check do they look for or ask if you have ever had a polygraph?  This is for future reference.
