It appears that none of the exemptions to the Employee Polygraph Protection Act apply to an employer whose primary business is that of a private investigator.

Does anyone know if private investigators can use pre-employment polygraph exams or would that be a violation of the Polygraph Protection Act? I'm aware the act has some exemptions but hiring by private investigators doesn't seem to be among them.
