I recently took a pre-employment polygraph with the City of Phoenix Police Department in Arizona. My very first polygraph. The polygrapher told me she was unable to score my test because my breathing rate was below normal. They are accusing me of manipulating the test with my breathing, telling me that with a breathing rate below normal the body cannont properly respond to the questions. I have nothing to hide and was telling the truth and therefore not manipulating the test. And obviously they will not believe that someone can breath below the set standard 12-20 breaths per minute and not be attempting to manipulate the test. My normal breathing rate at rest is below the "set standard". Anyway, I did not discover this website till after I took the polygraph and apparently failed.

My question and need of help is this:

Does anyone know the comparable Privacy Act law that is applicable to Arizona?

I am requesting my polygraph test results and all my other materials, but I would like to have something to reference to, like that of the sample privacy act letter on this website.
