Do background checks find traffic violations that have been "wiped clean" off your driving record (by attending a traffic school) still appear for those seeking a full report on my driving history?
Also, would a background invesitgator goes as far as to ask pertinent people about my use of drugs, driving, etc.

Depending on the department you are applying for, A background investigation can be no more than a letter sending campaign to people you listed on your jacket with phone call interviews to a full blown field interview session with your employers, neighbors, and family.
Many departments simply don't have the manpower and time to conduct proper investigations for pre-employment and depend on the polygraph for pre-employment investigative questioning. This is how many good candidates are DQ'ed because of an investigative "tool" that has yet to ever be proven accurate by scientific methods.
I don't know about the DMV history, you may want to inquire directly to the DMV to get an answer.

Need some advice about the background check on employment history.
I was employed with a company around 9 years back that was only for a month or so, but on all my applications, I never used it because I couldn't even remember the name of the company. I was talking with my wife and finally we remembered the name. My question is...since I did not use that employer on any of my applications to a number of police depts. nor even in my resume, should I disclose that for the background investigation check/paperwork? I don't want to be disqualified because of what they call a lie and I know is not. I also thought it wasn't relevant either. I'm thinking I should stick to my "guns" instead of open a bag a worms which is really no big deal.
What are your thoughts, please.

Definitely mention it to your investigator, it won't open a can of worms, just say you forgot about it being that you were only there for a breif time, you can even call the other agencies and mention this to them, you can also use it as an excuse to see where your application's at.
However if you do not.... They will more than likely eventually find it. Don't disqualify yourself over something so minor.
