Within the passed 3 years, have you used Marijuana?

Now, it is the Departments policy not to hire within this 3 year mark.  So because it is a department policy, is this a "Relivent" question?

Relevant without question.  This question is specific as worded.  Agencies are concerned with past drug usage.

generally, if you are asked a question and the answer is very clear to you, it is either a relevant or an irrelevant (ie--Do you now live at xx address)

If you have to think about the answer a lot and wonder to yourself about "this one time tat I ..." and does that fit the question and this sort of thing, its likely a control question. For example-have you ever stolen from an employer--and you start thinking about a long distance phone call you made or some office supplies you use for personal use, etc, etc.
