What exactly is sf or special form thing. How would it affect me if i m going to be in the ROTC? How will it make a difference if i have done drugs in the past and plan on trying out for the special forces?

I believe that the SF is actually an acronym for "standard form".   THe SF-86 is actually the form used to fill out an applicants history for secret clearance and is pretty standard for all government jobs.  

An applicants drug usage is dependant on the actual agency and their drug policy.  I believe that a recruiter would be better suited to answer your question.
