So if the CIA claims that you have a suitability problem with them and not a security clearance but rescind their conditional offer - what does this mean.  Is it their way of saying you failed the poly or is it something that came up in a poly??  And if you try to get a clearance from somewhere else that does not require a poly how bad does it hurt?  Any clues or thoughts.

I would believe it is something that you admitted to during the poly, or your background investigator/personal history statement form.
