If you don't want to apply at a department that uses the polygraph, you will likely have to call the department to which you are applying and ask them if they use the polygraph.

I'm trying to pursue a career in LE myself and I had already decided that I wouldn't even apply at an agency that utilizes polygraphs.  There are 2 facets of my personality that I am quite sure would label me a liar.

First, I over-think everything.  If you ask me if the walls are blue I might say yes despite the fact that I have noticed a greenish tint to them.  They might ask if I was ever engaged in prostitution (as mentioned here) and I may say no but meanwhile I might think of that fugly girl I dated in college who paid to fix my car and wonder if I was lying by saying no.

Secondly, I am overly conscientious.

Anyway, I am seeking employment in PA at a municipal department and wondering if anyone knows which ones do and do not utilize a polygraph.
