*I just wrote a detailed post regarding my question and it failed to post, so I'm going to make this one more brief.  :) *

Is smoking pot in international waters, or countries where it is legal still a disqualifying act? Are there examples of people experimenting with drugs in college still receiving job offers? Do agencies like the CIA recognize the differences between experimental drug use and habitual use during polygraphs? Or care?
