I don't remember any such site (and I don't think it's something I'd forget). Might you be thinking about the website of the Defense Office of Hearings and Appeals, which provides the text of judgments in contractor appeals of security clearance denials?

I remember one of the government agencies posted anonymous versions of their polygraph results, and why they passed/failed.
