What happens when you leave a job while your security clearance is suspended? Can you get rehired and recleared later by another agency?

If your security clearance gets suspended for misconduct and you are therefore fired or just quit, what would happen if you apply for a clearance-related job several years later?  After a certain amount of years does the original suspension "time out" and you get to start over from scratch?  Or can you never get cleared again because that unadjudicated suspension will linger forever?

Your security file is a permanent record. The security concerns that led to the suspension of your clearance would have to be mitigated in order for clearance to be granted. The passage of time may help, but misconduct that occurs while holding a security clearance is difficult to mitigate.

My situation was a misdemeanor conviction.  I was involved in a bar incident and arrested where my lawyer said my best deal was to plead to disorderly conduct.  Since the security clearance background check only asks about police records going back 10 years max, do you think I could possibly get recleared 10 years after this incident?  Any precedent for this?
