Per the recent Washington Post articles, NYTimes articles and Mr. Goss's statements on GMA.

Any thoughts as to the percentage of new applicants that are given non-official cover?  Is it still standard practice to issue most new employees 'official cover' reserving the 'non-official cover' for the best & brightest?  Or has there been a change in tactics?
