As noted in The Lie Behind the Lie Detector (at p. 139 of the 3rd edition), one should not go through a pre-polygraph questionnaire attempting to categorize each question as a potential relevant, irrelevant, or control question.

The questions asked during the "in-test" portion (while you're connected to the polygraph instrument) will on average be only about 10-12 in number, and your polygrapher will review them with you during the "pre-test" phase. It is at this point that you need to be able to categorize questions as relevant, "control," or irrelevant.

Recognizing "control" questions will be made easier by the fact that polygraphers routinely introduce polygraph questions as groups. For example, relevants first, then "control" questions, then irrelevant questions (as noted at p. 10 of the DoDPI Law Enforcement Pre-Employment Polygraph document).
