I have a poly at the end of week for a police dept. I have had 2 other tests. The first one I was accused of something I had never done and failed. The second I went over the top with the countermeasures. The examiner told me I failed and the test was unscoreable. I have bettered my countermeasures since but my question is:
Should I try the honesty apporach and tell the examiner the truth and run the risk of him testing me and failing me saying I used countermeasures or should I keep my mouth shut and use countermeasures?

I assume first of all that you used the "honesty approach" on the first one, so you know where that got you. On the second one, I am confused about the examiner's choice of words. In order to "fail" a polygraph, it must first be scoreable. A test that can't be scored is "inconclusive".
If you are going to have the same examiner you had the previous two times, good luck. Odds are you will continue to be failed or found inconclusive until you make some "admission" so he can justify his job.
Properly executed, countermeasures can't be detected. I would practice up and try again. You have nothing to lose.

the first 2 tests were with the same dept but different examiners thats probaly why i was accused the 2nd time the 3rd test different dept with different guy.

You can try countermeasures all you want. It does not matter b/c you will be caught.

If you have committed a DQ crime then you don't need to be a police officer. Go find another line of work.
