The article to which you refer is
"Head of Sept. 11 Probe Allegedly Obstructed Danforth's Waco Inquiry" by Richard Leiby and Dana Priest. Note that what Senator Grassely is objecting to is the choice of Thomas A. Kelley by the joint congressional panel investigating the events of September 11th to head it's own investigation of the FBI.
