I sign a written consent for pre-employment polygraph examination form. They say because I signed that form I am not entitled to the results. Does this sound kosher?

Your prior polygraph was for a local law enforcement agency, was it not? If so, then I believe your state's public record access law will be the relevant one. The federal Privacy Act does not govern state and local government records.

I spoke to the person who may be doing my background check, and he advised I should look into my failed poly so I know why I failed all the relevant questions.
