Is it that if someone has a lower reading than certain baseline questions that indicates "truth," an even reading is inconclusive and stronger is a "lie?"

There is no sure way of passing a polygraph. Telling the truth is no guarantee that one will pass. The method I used to finally pass a polygraph was to simply keep telling the truth and hoping that one day the coin toss would land on "pass" instead of "fail." That method is particularly unsatisfying, but in my case it did eventually work.
