{"id":678,"date":"2012-06-26T05:21:42","date_gmt":"2012-06-26T10:21:42","guid":{"rendered":"https:\/\/antipolygraph.org\/blog\/?p=678"},"modified":"2025-10-08T04:21:18","modified_gmt":"2025-10-08T09:21:18","slug":"director-of-national-intelligence-orders-polygraph-question-on-media-contacts","status":"publish","type":"post","link":"https:\/\/antipolygraph.org\/blog\/2012\/06\/26\/director-of-national-intelligence-orders-polygraph-question-on-media-contacts\/","title":{"rendered":"Director of National Intelligence Orders Polygraph Question on Media Contacts"},"content":{"rendered":"<div class=\"entry\">\n<div id=\"yass_top_edge_dummy\" style=\"width: 1px; height: 1px; padding: 0px; margin: -11px 0px 0px; border-width: 0px; display: block;\"><\/div>\n<div id=\"yass_top_edge\" style=\"background-image: url('chrome:\/\/yass\/content\/edgebgtop.png'); background-attachment: scroll; background-position: center bottom; padding: 0px; margin: 0px 0px 0px -10px; border-width: 0px; height: 0px; display: block; width: 1px;\"><\/div>\n<p style=\"margin-top: 10px;\"><a href=\"https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2012\/06\/ODNI_seal.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-679\" title=\"ODNI Seal\" src=\"https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2012\/06\/ODNI_seal.jpg\" alt=\"\" width=\"230\" height=\"224\" \/><\/a>On 25 June 2012, Director of National Intelligence James Clapper <a title=\"Director Clapper Announces Steps to Deter and Detect Unauthorized Disclosures\" href=\"https:\/\/web.archive.org\/web\/20121015073542\/https:\/\/fas.org\/irp\/news\/2012\/06\/dni-leaks.pdf\">announced<\/a>\u00a0(PDF) that he is &#8220;mandating that a question related to unauthorized disclosure of classified information be added to the counterintelligence polygraph used by all intelligence agencies that administer the examination (CIA, DIA, DOE, FBI, NGA, NRO, and NSA).&#8221;<\/p>\n<p>Although Clapper&#8217;s announcement does not specify what the mandated question will be, his spokesman, Shawn Turner, <a title=\"White House threatens polygraphs for leakers\" href=\"http:\/\/thehill.com\/homenews\/administration\/234691-polygraphs-threatened-for-leakers\">told Jeremy Herb<\/a> of <em>The Hill<\/em> that &#8220;officials will be asked during the lie-detector tests whether they have disclosed classified information to members of the media.&#8221;<\/p>\n<p>Herb reports that both Senate Intelligence Committee chairwoman Diane Feinstein (D-CA) and House Intelligence Committee chairman Mike Rogers (R-MI) voiced support for Clapper&#8217;s announced polygraph expansion.<\/p>\n<p>However, the National Research Council in 2002 <a href=\"https:\/\/www.nap.edu\/read\/10420\/chapter\/10#219\">concluded<\/a> that\u00a0&#8220;[polygraph testing&#8217;s] accuracy in distinguishing actual or potential security violators from innocent test takers is insufficient to justify reliance on its use in employee security screening in federal agencies.&#8221;<\/p>\n<p>The polygraph has a dismal track record when it comes to plugging leaks. In a 1982 leak investigation, members of the National Security Council (which is not covered by DNI Clapper&#8217;s recent announcement) <a title=\"&quot;The Polygraph Lied&quot; - William Safire\" href=\"http:\/\/www.nytimes.com\/1987\/03\/05\/opinion\/essay-the-polygraph-lied.html\">were instructed to submit to polygraph interrogations<\/a> in the course of an investigation into who leaked classified information to the <em>New York Times.<\/em> A Marine lieutenant colonel on the NSC staff, Robert McFarlane, failed the polygraph. Twice. And it nearly destroyed his career. It was only when the <em>Times&#8217;<\/em> publisher, Arthur O. Sulzberger, himself a former marine, confirmed to President Reagan that McFarlane was not the <em>Times&#8217;<\/em> source, that McFarlane was exonerated. The leaker was never identified, and the polygraph served only to misdirect investigators.<\/p>\n<p>It should be noted that polygraph accuracy has not improved in the 30 years since that botched leak investigation.
