The West Palm Beach, Florida company was founded by Charles Wayne Humble, a former Indiana police officer with no scientific training who fraudulently passes himself off as a Ph.D.<\/p>\n\n\n\n<p>A banner on the <a href=\"https:\/\/www.cvsa1.com\/\">NITV website<\/a> that is still running at the time of this writing suggests that the CDCR was NITV&#8217;s best customer, having purchased 58 CVSA devices since 2017:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2024\/05\/cvsa-cdcr.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"288\" src=\"https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2024\/05\/cvsa-cdcr-1024x288.jpg\" alt=\"\" class=\"wp-image-4909\" srcset=\"https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2024\/05\/cvsa-cdcr-1024x288.jpg 1024w, https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2024\/05\/cvsa-cdcr-300x84.jpg 300w, https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2024\/05\/cvsa-cdcr-768x216.jpg 768w, https:\/\/antipolygraph.org\/blog\/wp-content\/uploads\/2024\/05\/cvsa-cdcr.jpg 1282w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">NITV Federal Services website masthead on 13 May 2024<\/figcaption><\/figure>\n\n\n\n<p>In a 2006 <a href=\"https:\/\/www.youtube.com\/watch?v=dsufvxgLf0g\">ABC Primetime report on CVSA<\/a>, Charles Humble boasted &#8220;One thousand five hundred police departments throughout the country have paid ten thousand dollars per system&#8230;.&#8221; This would suggest that California taxpayers have wasted something on the order of $580,000 for a device that, <a href=\"https:\/\/antipolygraph.org\/cgi-bin\/forums\/YaBB.pl?num=1099830263\">by its manufacturer&#8217;s admission<\/a>, &#8220;is not capable of lie detection.&#8221;<\/p>\n\n\n\n<p>CDCR should never have adopted CVSA for any purpose, as ample evidence that voice stress analysis does not work (and of Humble&#8217;s fraudulent claims about it) was publicly available long before CDCR began using CVSA.<\/p>\n\n\n\n<p>Happily, it appears that in addition to scrapping use of the CVSA for applicant screening, CDCR is also in the process of scrapping it for <strong>all<\/strong> purposes. In response to an inquiry from AntiPolygraph.org, CDCR information officer Mary Xjimenez confirmed:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>CDCR has used CVSA technologies\/tools on a limited basis as part of its pre-employment peace officer selection process, staff misconduct investigation process, incarcerated population threat assessments process, and institutional investigations regarding planned, attempted or actual escapes and information received of a potential security breach.
