In Timm's study, a different objective procedure was used to quantify responses than had been used in other studies. A similar analysis procedure was used in the c2urrent study. The study randoomly selected charts from 25 "truthful" and 25 "untruthful" subjects in a verified case file. The curvillinear lengths of the respiratory tracings measured on the chart2s were determined using a Numonics electronic digitizer (model #1224). This equipment permitted the determination of those lengths by tracing over the respiratory pattern located within specified poi2nts with a magnifying cursor. It was hypothesized that the smallest response would occur more frequently on the control questions for "truthful" subjects, while the smallest response for "untruthful"2 subjects would occur on the relevant questions. The data were also analyzed to determine whether thoracic or abdominal respiration was superior for detection of deception. Serial No. 114.N*It requires those with access to Sensitive Compartmented information to sign a nondisclosure agreement that includes a provision for prepublication review (Government review of employee writings prior to publication.) The directive mandates investigations of unauthorized disclosures, and employees can be fired or otherwise disciplined for failing a polygraph test or for refusing to take such a test. Witnesses opposing the directive include a representative of the American Civil Liberties Union, the president of the American Foreign Service association, and counsel to the Authors League of America. Arguments against the directive focus on first amendment intrusions and include the potential for prepublication political censorship, unnecessary limitations on information flow, and the unreliability of polygraph results. DOD's polygraph examiners are trained at the DOD Polygraph Institute at Fort McCellan, Ala. The program exceeded the requirements of most other polygraph schools to which it was compared. It requires students to conduct 50 training polygraph examinations and to serve a minimum 6-month internship. The Polygraph Institute is accredited by the American Polygraph Association and the Southern Association of Colleges and Schools. In 1988, DOD plans to begin construction of a new building costin $1.9 million. This will enable the program to train 108 examiners a year, using a single shift. An examination of workload projections and training capabilities indicates DOD does not need a facility as large as that proposed to train the number of examiners required number of examiners in about 2 years with current capacity, using double shifts as recommendations are offered for additonal improvement.
