Polygraph & Voice Stress Tests Relied On at Gitmo

A 115-page report by former Guantanamo detainees Shafiq Rasul, Asif Iqbal and Rhuhel Ahmed documenting torture and other abuses by U.S. forces also describes the administration of both polygraph and voice stress analysis "tests" at Camp X-Ray. To the best of my recollection, this is the first documentation I have found of the federal government relying on voice stress analysis.

A synopsis of the report, titled "Composite statement: Detention in Afghanistan and Guantanamo Bay," is available from the Center for Constitutional Rights here:

http://www.ccr-ny.org/v2/reports/report.asp?ObjID=4bUT8M23lk&Content=424

The report itself is available as a word-searchable PDF file here:

http://www.ccr-ny.org/v2/reports/docs/Gitmo-compositestatementFINAL23july04.pdf

Voice stress tests, which one of the former detainees was told are "better than a polygraph," are mentioned at paragraphs 209 and 235.

Polygraphs are mentioned at paragraphs 174-179, 194, 209, 216, 241, and 306.

A recent television news report mentions that the Special Forces are using Computerized Voice Analyzers (CVSA) to interrogate suspected terrorists in Iraq and Afghanistan. Yet the device's manufacturer admits that CVSA is not capable of lie detection. See:

The following page from the website of the National Institute of Truth Verification, which markets the Computer Voice Stress Analyzer (CVSA), confirms that the federal government is relying on this quack device (which the manufacturer has reportedly admitted in court is incapable of lie detection) for intelligence purposes:

A Google search turned up the on-line resume of a chief warrant officer in the Army National Guard who worked in his civilian capacity for Lockheed Martin at Guantanamo from December 2002 to April 2004. Under this section of the resume, the last item details his training as a CVSA operator:

Quote:
December 2002 to April 2004
Senior Site Representative, Lockheed Martin, JTF-GTMO, Guantanamo Bay Naval Base, Cuba
· Served as Tiger Team Project Lead and Senior Site Representative, Lockheed Martin (previously ACS Defense) at JTF-GTMO, in support of Operation Enduring Freedom; responsible for administrative oversight and control for 51 civilian All-Source Intelligence Analysts and Interrogator/Debriefer contractor personnel working with DoD Interrogation and Analysis Elements.
· Responsible for performance of company projects at Guantanamo Bay Naval Base, Cuba, including interrogation activities, intelligence report preparation and intelligence analysis production.
· Responsible for subordinate employee training, performance assessments, recognition and disciplinary actions.
· Responsible for accountability of contractor personnel, coordination of shifts and work schedules, employee counseling, and interaction with military customer on behalf of individual personnel and Lockheed Martin.
· Worked and coordinated with customer (DoD), Department of Homeland Security, and other US Intelligence Services to resolve contract and “outside the contract” issues. Act as primary customer contact for program activities, leading program review sessions with customer to discuss schedules, work assignments, and technical performance.
· Conducted over 100 separate interrogations of detainees at JTF-GTMO, producing reports and memoranda for use by national intelligence agencies.
· Selected to attend Computer Voice Stress Analysis (CVSA) (National Institute for Truth Verification) training; conducted over 30 CVSA examinations of detainees at JTF-GTMO and provided results to contractor and customer personnel to target and focus interrogation efforts. Developed and wrote Standard Operating Procedures for use by other CVSA-trained personnel.
